Highland: Virginia's dumping ground?

I was at Virginia Beach last weekend and met three different residents of the area who said they had heard of Highland County due to the wind turbine issue. They felt Highland County was an excellent place for them because they did not want them in Virginia Beach. They were concerned about their tourism and scenic beauty being lost if wind turbines were located in their area.
It appears that Highland County is seen by the rest of Virginia as a dumping grounds for this kind of utility.
Other people think Highland is great for wind turbines mainly because they don't want them in their own back yards.
