Spruce Hill Excavating began to work on the temporary access road to the Highland pool site Wednesday, Oct. 10 in Monterey. Work started in the morning and by afternoon, a protective fence around the playground, a silt fence below the road, and truckloads of fill were already changing the empty field into a constuction-ready site. Having the site prepared allows construction to begin as early as possible in the spring.
