      LOW MOOR - Joseph Scott "Joe" Watts, age 73, of Low Moor, died Sunday, Feb. 3, 2008 at Carilion Roanoke Memorial Hospital in Roanoke. He was born July 18, 1934 in Covington, a son of the late Harry Leibig Watts and Helen Hull Watts, and grew up working on his family's dairy farm.
