In Brief . . . Highland County Supervisors ¦ Highland resident Roy Gutshall, speaking on behalf of the Virginia Farm Bureau office in Monterey, accused chamber of commerce director Carolyn Pohowsky of fraud and trespass. Contractors working for the chamber recently installed an underground power line to curbside on Virginia Farm Bureau property and adjacent to the Highland County Public Library for use by food vendors during Maple Festival. Gutshall said the county planning office issued a building permit without the owner's permission. Pohowsky sent the VFB a letter of apology after she discovered the work was done without proper authorization and has assured Gutshall the line will be removed and the property restored to its original condition after the Maple Festival. Pohowsky said she had been working with Gutshall for several months to get the line installed. A board member will speak with planning official Jim Whitelaw to find out how the permit was improperly issued. ¦ The board reappointed Jim White and Bryan Obaugh to the Highland County Economic Development Authority, their terms to expire June 30, 2012. ¦ The board approved a request from Highland County Public Schools to place the $51,902 returned by the state for oil spill cleanup to the school facilities fund. The money was originally taken from the fund to cover the costs of the cleanup. ¦ The board transferred its $3,650 telephone patronage refund received by Highland High School to the high school general fund and transferred the $1,228 Highland Elementary School telephone patronage refund to the HHS Band account. ¦ The board passed a resolution in support of Sunshine Week, a non-partisan open government initiative led by the American Society of Newspaper Editors March 16-22. Board member David Blanchard said the public also needs to be aware emails are part of the public record. He suggested each board member consider having a personal email address in addition to the hcboard@htcnet.org address they share to increase accessibility. ¦ Resident Roy Gutshall commended the county refuse collection center. "It's the best kept cleanest one I've been to," he said. With the carrot came a stick. He lambasted The Recorder as "one sided, print slides off the page." He also told the board he spoke with Governor Tim Kaine recently in Richmond about wind turbines. "I explained to Mr. Kaine we never had a wind issue. It was a private property issue." He said Kaine agreed with him.
