Highland County Board of Supervisors
n The Highland County Board of Supervisors met July 1. The board received a written report on the status of county roads and projects from Virginia Department of Transportation. Tim Fitzgerald, the acting residency administrator from Verona, prepared the report but was not at the meeting.
n Mowing completed on primary system and will be completed on secondary system within a few days n Stabilization stone has been placed on all non-hard surface roadways n Calcium Chloride has been placed on non-hard surface roadways n Completing pothole patching and surface t patching n Route 635 construction project will be surface-treated the week of July 7, if weather permits n Route 617 construction project has been awarded to B&S Contracting n Route 84 paving has been completed from Route 600 to two miles west. n Surface-treatment contract will be starting within the next month.
n The board approved the secondary road construction and improvement budget for 2009-14.
n Brenda Sasser, acting executive director of the Valley Community Services Board presented the 2009 Performance Contract. Sasser thanked the board for an annual contribution of $5,932. Sasser said the contributions enabled VCBS to provide care to Highland beyond the state-mandated emergency services, including three cases of diagnosed substance abuse, six cases of diagnosed mental retardation and 30 cases of diagnosed mental health issues.
n The board approved recommending Highland Circuit Court appointment of Joe Brock for a five-year term to the Board of Zoning Appeals.
n The board adopted a draft resolution by the Virginia Association of Counties about the effects of state-budget cuts on counties.
n The board scheduled a work session with the Highland County Recreation Commission to discuss a verbal request by HCR to use money in the 2009 budget to hire a recreation director.
n The board took no action on correspondence from the Public Guardianship Program, a service agency providing public guardianship services.
n The board approved the application of John and Nancylee Kain for new service connection to the McDowell Water System.
n The board scheduled a joint hearing in July with the planning commission to consider a zoning application for a portable sawmill.
n The board approved a motion to send a letter of appreciation to the Central Shenandoah Planning District Commission Senior planner Darryl Crawford, who is taking a 15-month leave of absence starting this month.
n The board approved a motion for supervisor Robin Sullenberger to appoint a committee to the Virginia Sesquicentennial of the American Civil War Commission.
n The board continued discussion of the Floodplain ordinance until August. n Supervisor Robin Sullenberger expressed concern about public perception of the pool and recreation complex funding. "One of the perceptions seems to be that we have given or loaned the Recreation complex $150,000,which is not the case - we have not allocated actual money to them to move this project forward nor have we loaned money to them," Sullenberger said. Sullenberger said there is a similar misperception about the McDowell Volunteer Fire Department and money for a vehicle. n County Attorney Melissa Dowd announced her resignation as chairman of Bath Highland Disability Services Board.
