Wind utility plans in hands of agencies

MONTEREY — Reviews of a proposed 38-megawatt utility here are getting under way, but the process may get complicated before construction begins on Virginia's first wind-power plant. June 11, Highland New Wind Development LLC submitted a final site plan for 19 towers to Highland's Technical Review Committee.
