What happened to the wind project?

MONTEREY — There were supposed to be 400-foot towers going up by now. Highland New Wind Development LLC, which has been trying to erect Virginia’s first commercial wind energy utility, had announced the facility would be under construction this spring and blades would be spinning by next month to generate electricity.
