Senate passes wind bill

RICHMOND — Sen. Frank Wagner’s bill for local ordinances addressing renewable energy sites passed the Senate last week, 34-4, in its substitute form. The original proposal was reworked to one that does not require localities to enact ordinances for wind and solar facilities.
