MONTEREY — The Monterey Town Council has voted to issue a letter of intent to lease an easement to Highland Medical Center, as part of its $4.2 million expansion, to build a heated helicopter landing pad on a portion of the town’s Carver Meadow property, contingent on settling legal and zoning issues.
