MONTEREY — With little in the way of argument, Highland County Circuit Court entered an order Nov. 30 affirming the county’s allegation that David and Kelly Botkin of Monterey violated the county zoning ordinance by running construction and landscaping businesses on land zoned R-2, residential. Following the ruling, there were no comments by any of the parties involved.
