• The proposed abandonment of the Chesapeake and Ohio Railway’s branch line from Covington to Hot Springs could hinder the economic development of Bath County, as well as neighboring Highland County and Pendleton County in West Virginia, Bath’s commonwealth’s attorney, Erwin S.
